高考与“大二选考”联动的必要性与可行性研究——高考改革新思考

摘要 “一考定终身”和“优质资源的博弈”是应试教育愈演愈烈的主要根源。高考改革应该以此为突破口,推行“高考”与“大二选考”(SAE)联动,将遴选拔尖人才的职能后移到大二,让高考回归到素质教育的检查验收上来,可以消除过度应试现象。高校推行“SAE”具有可行性:高校资源不断丰富,为推行“SAE”遴选考试提供了基本保障;推行“SAE”符合人才成长规律,可以改善高校学风。要稳步推进“SAE”,高校要进行相应的改革:用社会贡献率来评价高校质量,完善教师评价机制,实行高校分类管理、分类发展,完善普通高校内部的文凭分类机制等。 Being a"one-shot affair(One examination determines one's life)"and"competition of high-quality resources"are the main causes of exam-orientated education becoming more and more intense.The reform should take it as a breakthrough point,carry out the linkage of"national college entrance examination"and"sophomore advanced examination"(SAE),transfer the function of selecting top talents to the sophomore year,let the national college entrance examination return to the inspection and acceptance of quality-oriented education,and eliminate the phenomenon of excessive exam-taking.It is feasible for colleges and universities to carry out"SAE":college resources are constantly enriched,which provides a basic guarantee for the implementation of"SAE"optional examination;The implementation of"SAE"conforms to the law of talent growth and can improve the academic atmosphere of colleges and universities.In order to steadily promote"SAE",colleges and universities should carry out corresponding reforms,such as using social contribution rate to evaluate the quality of colleges and universities,improving the evaluation mechanism of teachers,implementing classified management and classified development of colleges and universities,and improving the classification mechanism of diplomas in ordinary colleges and universities.
