农村小学校园欺凌的防治对策

The Prevention and Governance Measures of School-Bullying in Rural Primary Schools

校园欺凌是国际性的公共卫生问题。由于农村小学留守儿童较多,校园欺凌行为发生的可能性更大,加之农村小学师资力量薄弱,心理健康教育资源匮乏,因此治理校园欺凌,农村小学更应重点关注。农村小学校园欺凌的防治是一项系统工程,需要政府、学校、家庭、社会等多方面力量的支持与配合。具体而言,农村小学校园欺凌的防治可以从以下几个方面着手:(1)政府层面:加紧立法,使农村小学校园欺凌的防治“有法可依”。(2)学校层面:多措并举,切实发挥校园欺凌防治主阵地的作用。(3)家庭层面:加强监管,从源头上遏制欺凌及受欺凌行为的发生。(4)学生层面:有的放矢,针对不同的欺凌参与角色采取不同的干预举措。

School-bullying is an international public health problem.Because there are more left-behind children,bullying is more likely to happen in rural primary schools.In addition,rural primary schools are facing the problem of weak teacher resources and scarce mental health education resources.Therefore,more attention should be paid to the governance of school bullying in rural primary schools.The prevention and governance of bullying in rural primary schools is a systematic project,which needs the support and cooperation of the government,schools,families,society and other forces.Specifically,the prevention and control of bullying in rural primary schools can be carried out from the following aspects:(1)at the government level,we should step up legislation to make the prevention and governance of bullying in rural primary schools“There are laws to abide by”.(2)at the school level,we should take various measures to give full play to the main role of school-bullying prevention and intervention.(3)at the family level:strengthen supervision to curb bullying and victimization from the source.(4)at the student level:we must“shoot the arrow at the target”,that is,different intervention measures should be taken according to different bullying roles.
