新型职业农民队伍培育的价值与优化路径

The Value and Optimization Path of Cultivating New Professional Farmers

习近平总书记强调,新时代“三农”工作要以“实施乡村振兴战略”为抓手,不断推动农业供给侧结构性改革,把人力资本开发放在首要位置,强化乡村振兴的人才支撑。培育以新型职业农民为核心的高素质农业生产经营队伍将是实施乡村振兴战略的主力军,是推进农业农村现代化进程的加速器,更是提升农民主体获得感及归属感的重要形态。新型职业农民队伍的培育模式多样,成效明显,但目前依然存在发展瓶颈,需在顶层设计、观念转变、体系优化等方面下功夫,进而以适应新时代乡村振兴战略之需求。

General Secretary Xi Jinping of the CPC Central Committee,emphasized that the work of"agriculture,rural areas and farmers"in new era should take"implementing the rural revitalization strategy"as the starting point,continuously promote the structural reform of the supply side of agriculture,put the development of human capital at the forefront,and strengthen the talent support for rural revitalization.Cultivating high-quality agricultural production and management team with new professional farmers as the core will be the main force to implement the rural revitalization strategy,the accelerator to promote the modernization of agriculture and rural areas,and an important form to enhance farmers′sense of acquisition and belonging.The cultivation modes of new professional farmers team are diverse and have achieved remarkable results.However,there are still bottlenecks in development.Efforts should be made in top-level design,concept change and system optimization to meet the needs of rural revitalization strategy in new era.
