中国特色小城镇化模式的由来和提升路径研究

Origin and Promotion Path of China’s Small Urbanization Model

城镇化道路的类型有发展大城市、发展中小城市和发展小城镇等。中国城镇化主要采用小城镇化模式,具有规模较大、速度较快、政府主导等特点,但容易引发区域差距较大、城镇化质量不高、生态环境破坏等问题。中国小城镇化模式促进了城市结构与经济发展相适应,但中心城市辐射力低,小城镇偏多,城市公共服务亟待提升。国家要提升小城镇建设层次,发挥市场的主导作用,提高政府的服务意识,提高城镇规划水平,注重生态保护,发展低碳科技,采用新型能源,引导小城镇综合发展。

Urbanization includes three modes:the development of large cities,the development of small and medium cities,and the development of small towns.China’s urbanization mainly adopts a small urbanization model,which has the characteristics of large scale,faster speed,and government-led;however,this is likely to results in problems such as large regional gaps,low quality of urbanization,and damage to the ecological environment.China’s small urbanization model has contributed the adaptation of urban structure to economic development,but the central cities have low radiation power,and there are too many small towns.Urban public services need to be improved urgently.The state must upgrade the construction of small towns,play the leading role of the market,raise the government’s service awareness,improve the level of urban planning,focus on ecological protection,develop low-carbon technology,adopt new energy sources,and guide the comprehensive development of small towns.
