突发公共卫生事件下塑造韧性城市的规划思考——以新冠肺炎疫情为例

Thinking on Shaping Resilient City under Public Health Emergencies:Case of Novel Coronavirus Pneumonia

城市与瘟疫之间的斗争,一直是城市规划发展的主要动因之一。2020年新年伊始,新型冠状病毒在武汉暴发,给国家经济社会发展造成冲击的同时也引发了人们对城市如何应对突发公共卫生事件的思考。文章以韧性城市的理念为切入点,剖析了疫情防控期间暴露出的城市问题,从空间韧性、规划韧性、技术韧性、经济韧性、治理韧性五个层面,提出重大突发公共卫生事件下韧性城市的构建策略,以期为我国未来城市的健康发展提供借鉴。

The struggle between city and plague has always been one of the main causes of urban planning and development. At the beginning of the new year of 2020, the sudden outbreak of new coronavirus in Wuhan has caused an impact on the country's economic and social development, but also caused people to think about how to deal with public health emergencies in cities. Taking the concept of resilient city as the starting point, the paper analyzes the urban problems exposed during the epidemic situation, and puts forward the construction strategy of resilient city under major public health emergencies from five aspects: spatial resilience, planning resilience, technical resilience, economic resilience and governance resilience, in order to provide reference for the healthy development of China's future cities.
