关于我国国土空间规划关键性概念的思考

Thoughts on the key concepts of territorial spatial planning in China

厘清当前国土空间规划中的一些关键性概念,对于顺利推进我国国土空间规划的编制与实施意义重大。本文基于对空间概念的分析梳理,阐释了我国国土空间的范畴,梳理了规划的本质特征及其与不确定性和预测之间的关系,并结合国外的相关规划概念和国内的学术讨论,明晰了我国国土空间规划的内涵及其要解决的特殊矛盾。本文认为,从规划逻辑角度分析,国土空间规划要解决的特殊矛盾,就是综合平衡我国国土有限空间的供给和需求。对此,应运用“异质整合”思维,将其整合至统一的“和而不同”的规划之中,这是当前国土空间规划编制的难点和归宿。

Clarifying some key concepts in the current territorial spatial planning is of great significance for the advancement of the compilation and implementation of territorial spatial planning in China.Based on the analysis of the concept of space,this paper explains the category of China s territorial space,combs the essential characteristics of planning and its relationship with uncertainty and prediction,and clarifies the connotation of territorial spatial planning in China and the special contradictions to be solved by combining the relevant foreign planning concepts and domestic academic discussions.This paper holds that from the perspective of planning logic,comprehensively balance the supply and demand of limited territorial space is the specific contradiction that Chinese territorial spatial planning needs to solve.In this regard,the thinking of“heterogeneous integration”should be applied and integrated into the unified planning of“harmony but difference”,which is the difficulty and destination of the territorial spatial planning at present.
