乡村振兴应充分发挥我国的土地制度优势

Rural Revitalization and the advantages of land tenure system in China

土地制度是支撑乡村振兴的基础制度,且基于位置固定性和面积有限性等特征,土地要素对乡村振兴的保障有其独特的内在机制。我国实行的农村集体土地所有制,在土地利用效益与公平的协调、政府与市场协同,以及促进村民凝心聚力和社会稳定方面,具有明显的制度优势,但这些优势并没有在乡村振兴实践中得到充分发挥。为了充分发挥农村集体土地所有制在乡村振兴中的制度优势,建议加强村集体经济组织建设,提升其行使土地所有权能力;鼓励农村土地使用制度创新,激发制度活力;加快土地产权市场建设,发挥市场在土地资源配置中的决定性作用。

The land tenure system is fundamental to Rural Revitalization.Based on the characteristics of the fixed location and limited resources of land,the land element has its unique internal mechanism to guarantee the Rural Revitalization.In China,the rural collective land ownership system has obvious institutional advantages in coordinating land use efficiency and equity,synergizing government and market,as well as in promoting villagers cohesion and social stability.Yet these advantages have not been fully exploited in the current practice of Rural Revitalization.In order to give full play to the institutional advantages of rural collective land ownership in rural revitalization,some suggestions are put forwarded:to strengthen village collective economic organizations and enhance their ability to exercise land ownership;to encourage innovation of rural land use system to stimulate institutional vitality;to speed up the construction of land property right market and enable the market in the allocation of land resources.
