The Origin and Preliminary Implementation of the Unification of Finance and Economics by the CPC

中国共产党统一财经的主要过程是在解放战争时期。统一财经发轫于晋冀鲁豫中央局庞村会议,由华北财经会议确立统一的目标并作出部署,再由华北金融贸易会议进一步推进,在中共中央政治局九月会议上成为领导层的共识。加强财经工作领导、支撑解放战争需要,是统一财经的缘起;统一货币发行和稳定物价则是实施中的焦点和难点。统一财经的战略步骤和组织方式多次变更,而货币和物价方面的政策原则则保持连续性和前瞻性。这为新中国成立后迅速统一财经管理体制以最终完成财经统一,建构了制度框架和政策基础。

The main process by which the CPC unified finance and economics took place during the Liberation War period.Unifying finance and economics began during the Pangcun Conference of the Central Bureau of Shanxi,Hebei,Shandong,and Henan.The North China Finance and Economics Conference established and promoted a unified goal for the deployment of unified finance and economics,and this was further promoted by the North China Finance and Trade Conference.Finally,at the September Conference of the Politburo of the CPC a consensus was reached among the leadership.The original purpose of unifying finance and economics was to strengthen leadership of financial and economic work and to support the needs of the War of Liberation.The strategic steps and organizational methods for unifying finance have changed many times,while there has been continuity in the policy principles for the issuance of currency and price stability and they remain forward-looking.This established the institutional framework and policy foundation for the rapid unification of the financial management system and its eventual unification after the founding of the People’s Republic of China.
