新《档案法》背景下的高校档案信息化建设

Construction of College Archives Informatization Under the Background of New Archives Law

自1996年国际档案大会在京召开,档案领域率先关注电子文件以来,至今二十多年的时间,我国档案信息化的发展日新月异,有不少高校在这个过程中勇于进取,作出重要贡献。2020年6月20日最新修订通过的《中华人民共和国档案法》增加了“档案信息化建设”专章,高校开展档案信息化建设是落实国家政策的必然举措,是大势所趋,具有重要意义。在新《档案法》的背景下,国家、政府、社会各层面政策都支持档案信息化的建设,为之提供了有利的外部条件,高校自身应高度重视并加快本校的档案信息化建设,从档案管理的主体即档案人员,以及档案管理的客体,包括档案库房、网络环境、档案规章制度等方面加以改进。

Since the International Archives Conference was held in Beijing in 1996,the archives field has taken the lead in paying attention to electronic documents.Since then,the development of China's archives informatization has been changing with each passing day for more than 20 years.Many colleges have the courage to forge ahead and make important contributions in this process.On June 20,2020,the Archives Law of the People's Republic of China was amended to add a special chapter on"archives informatization construction".To carry out archives informatization construction in colleges is an inevitable measure to implement the national policy,and a general trend of great significance.Under the background of the new Archives Law,policies of the nation,government and different social levels all support the construction of archives informatization,providing favorable external conditions.Colleges should pay great attention to archives informatization construction and accelerate the process from two aspects:the subject of archives management,namely archivists,and the object of archives management,including archives warehouse,network environment,and archives regulations and rules.
