摘要
《建规》《石化规》和《精化规》在项目设计时合理选用能消除企业重大安全隐患,保证项目设计处于受控状态。文章通过对与之相关的各种技术标准及国家安监文件的收集、分析和整理,给出了《建规》《石化规》和《精化规》的适用范围及应用性分析,给出《建规》《石化规》和《精化规》在危化品项目中的选用原则。危化品项目设计时合理选用规范标准,既能保证项目安全下最经济,又能避免含糊不清现象,有法可依,有法必依,保证项目长、满、优高效生产运行。
"Construction regulations", "Petrochemical regulations" and "Refined chemical regulations" should be reasonably selected in the design of project to eliminate the major potential safety hazards of the enterprise, and ensure that the project design is in a controlled state. In the paper, through the collection, analysis and collation of various technical standards and national safety supervision documents, the normative definitions and application analysis of "construction regulations", "Petrochemical regulations" and "Refined chemical regulations" were given, as well as the selection principles of "Construction regulations", "Petrochemical regulations" and "Refined chemical regulations" in hazardous chemical projects. In the design of hazardous chemicals project, reasonable selection of standards can not only ensure the most economic under the safety of the project, but also avoid ambiguity, ensure the long, full, excellent and efficient production and operation of the project.
