新时代“枫桥经验”:邻避冲突治理的困境与策略

“Fengqiao Experience”in the New Era:the Dilemmas and Strategies of NIMBY Conflict Governance

新时代“枫桥经验”与邻避冲突治理在人民主体、情感治理、源头防治方面具有内在一致性。当前邻避冲突治理陷入“一建即闹、一闹即止”困境,不在邻避设施负外部性本身,而在处理负外部性上政府的角色定位、风险沟通以及预防治理方面存在不足,导致公共治理危机。因而,需要以新时代“枫桥经验”为样板和标杆,基于公共性构建利益共同体,基于参与性推进开放式决策,基于综合性建立健全现代治理体系。

There is inherent consistency in the people’s subject,emotional governance,and source prevention between“Fengqiao Experience”in the New Era and NIMBY conflict governance.At present,there is a dilemma in the governance of NIMBY conflict governance,that is,“once the NIMBY is starting to built,it will cause problems and will be stopped again”.It is not the negative externalities of NIMBY facilities themselves,but the deficiencies in the role positioning,risk communication and preventive governance of the government in dealing with the negative externalities.This leads to a crisis of public governance.Therefore,it is necessary to take“Fengqiao Experience”in the New Era as the model and benchmark,to construct a community of interests based on publicity,promote open decision-making based on participation,establish and improve a modern governance system based on comprehensiveness.
