城市基层群众自治组织中党的派驻制度探讨

社区党组织的书记兼任居委会主任是一种党政“强兼任制”,由于党的组织与群众自治组织不同,这种强兼任制存在若干制约条件,其中包括党组织的书记有可能没有当选居委会主任等,因而需要探讨其他确保党在城市基层群众自治组织中实现领导的途径。派驻制度在我国治国理政中广泛使用,可以作为确保党在基层群众自治组织中实现领导的一种制度安排。派驻员是党和政府在基层群众自治组织里的代表,是专职党务工作者,其职责与社区党组织的书记、社区居委会主任有所区分。实行派驻制度有助于强化党在社区的领导,完善社区治理机制。

It is a kind of"strong part-time system"for the party and government that the Secretary of the community party organization concurrently serves as the director of the neighborhood committee.Because the party organization is different from the mass autonomous organization,there are some restrictive conditions for this kind of strong part-time system,including the possibility that the Secretary of the party organization may not be elected as the director of the neighborhood committee,etc.,therefore it is necessary to explore other viable ways to ensure the leading position of our party in grassroots mass autonomous organizations.Stationing system is widely used in China's governance,which can be used as an institutional arrangement to ensure the party's leadership in grassroots mass autonomous organizations.As the representatives of the party and the government in the grassroots mass autonomous organizations,the dispatched members are full-time party workers.Their duties are different from those of the secretaries of the community party organizations and the directors of the community neighborhood committees.The implementation of the accreditation system helps to strengthen the party's leadership in the community and improve the community governance mechanism.
