摘要
政府在社区治理上的单打独斗日渐力不从心,亟须引入新的治理主体,打造共建共治共享的社区治理格局。市场力量具有政府和公众不可比拟的优势,却在社区治理中长期缺位,调动市场力量参与社区治理对于打造社区治理新格局意义重大。物业企业作为与社区关系密切的市场力量,可以“城市整合服务运营商”和“城市服务供应商”的身份参与到社区治理中,发挥社区治理主体作用。在具体实施过程中,要由党委政府牵头,为物业企业赋能,引导头部物业企业以“运营商”身份承揽社区治理项目,并集合小区原有物业企业作为“供应商”共同参与社区治理,打造“大物业带小物业”模式,切实发挥好物业企业这一市场主体在社区治理中的作用,推动社区多元治理格局的实现。
the government's efforts in community governance are becoming increasingly inadequate.It is urgent to introduce new governance subjects to create a community governance pattern of co-construction,co-governance and sharing.Market power has incomparable advantages that the government and the public do not have,but it has long been absent in community governance.It is of great significance to mobilize market power to participate in community governance to create a new pattern of community governance.As a market force closely related to the community,property enterprises can participate in the community governance as"city integrated service operators"and"city service providers",and play the main role of community governance.In the specific implementation process,the municipal Party committee and the municipal government should take the lead to empower the property enterprises,guide the leading property enterprises to undertake community governance projects as"operators",and gather the original property enterprises in the community as"suppliers"to participate in community governance,so as to create the mode of"large property with small property",We should give full play to the role of property enterprises as the main body of the market in community governance,and promote the realization of multiple governance pattern in the community.
