大型危化企业专职应急救援队伍能力建设探讨

Discussion on Capacity Building of Full-Time Emergency Rescue Teams in Large-scale Hazardous Chemical Enterprises

依据相关政策法规的要求,大型危化企业应建有企业专职应急救援队伍,以确保企业在发生事故时能够及时有效处置,以尽可能降低事故影响。因各企业专职应急救援队伍建设受到企业经营状况等方面的制约,其能力水平差距较大。从队伍资金投入、人员数量、专业技能、培训和训练状况、装备设施配置等方面入手,对企业应急救援队伍应急救援能力现状进行分析。针对大型危化企业专职应急救援队伍能力建设方面存在的漏洞和不足,从政府层面和企业层面提出相应的能力提升措施和建议,为政府决策提供支撑,有助于保障群众生命财产安全。

According to the requirements of relevant policies and regulations,large-scale hazardous chemical enterprises should have a full-time emergency rescue team(ERT)to ensure that when an accident occurs,the company can deal with it in an effective and timely manner to minimize the impact of the accident.As the construction of full-time emergency rescue teams of various enterprises is mainly restricted by the business conditions of the enterprises,the capacity gap is large.In this paper,the current capacity status of ERTs in the large-scale hazardous chemical enterprises is analyzed from the aspects of team investment,crew size,professional skills,training status,equipment and facilities configuration,etc.Based on the deficiencies existing in the capacity building of full-time ERTs in large-scale hazardous chemical enterprises,some corresponding countermeasures are provided from the government level and enterprise level,which provides support for government decision-making and helps protect the lives and property of the people.
