浅谈怒江州贡山县生态综合补偿

A Brief Analysis on the Ecological Comprehensive Compensation in Gongshan County of Nujiang Prefecture

以"两山"理论为导向,按照"生态优先、还利于民"的基本目标和"谁开发谁保护、谁破坏谁恢复;谁保护谁受偿、谁受益谁补偿"的原则,根据怒江州贡山县自然环境及社会经济发展现状,探索适合贡山县发展的生态综合补偿策略。针对性地提出:基于自然保护地体系,推进生态效益专项补偿;测算生态系统生产总值,提高生态转移支付;将独龙江作为独立区域,探索综合生态补偿;建立生态产业引导机制,推动特色产业发展;采取市场化、多元化的生态补偿方式等一系列措施。以供借鉴。

Based on the present situation of the natural environment and socio-economic development in Gongshan County,Nujiang Prefecture,Yunnan Province,guided by the theory of"Two mountains"(i.e."Lucid waters and lush mountains are invaluable assets",raised by President Xi Jinping),in accordance with the basic goal of"Ecological Priority and Restituting the Profit to Peasants"and the principles of those who exploit protect and those who destroy restore,he who protects shall be compensated,he who benefits will compensate,the ideas of comprehensive ecological compensation suitable for the development of Gongshan County were explored.And this article had put forward pointedly:Promote special compensation for ecological benefits based on the nature reserve system;Measure the gross value of ecosystem production to increase ecological transfer payments;Take Dulong River as an independent area,exploring comprehensive ecological compensation;Establish an ecological industry guidance mechanism to promote the development of characteristic industries;Adopt market-oriented and diversified ecological compensation methods,etc.All these are aimed for reference.
