基于组合赋权法的海外基建环境综合评估研究 被引量:8

Research on Overseas Infrastructure Environment Evaluation System Based on Combination Weighting Method

摘要 针对海外基建环境风险因素及影响方式多样的现状,为合理评估各项目所处国家环境风险,提出基于熵权模糊综合评价法的海外基建环境评价模型。从经济、政治、社会环境三个层面选取7个关键指标建立评价体系,采用模糊层次分析法、熵权法确定主客观权重,构建基于离差平方和最小的人为系数法整合主观和客观权重,得到综合权重。研究结果表明:该方法综合了专家决策信息和客观数据,可实现对于海外基建环境优劣的有效评估。 In the view of the fact that the risk factors of overseas infrastructure construction and the influencing ways are diverse,in order to reasonably evaluate the environmental risks of the countries in which each infrastructure project was located,an evaluation model of overseas infrastructure environment evaluation system based on entropy weight fuzzy comprehensive evaluation method was proposed.Seven key indicators were selected from the three dimensions of economic,political and social environment to establish the evaluation system,and the subjective and objective weights were determined by fuzzy analytic hierarchy process and entropy weight method respectively.Furthermore,an artificial coefficient method based on the minimum squares of dispersion was constructed to integrate the subjective weight and the objective weight to obtain the comprehensive weight.The research results show that the method can effectively evaluate the advantages and disadvantages of overseas infrastructure environment by integrating expert experience and objective data.
