摘要
中国高原湖泊受先天条件、气候变化和人类活动影响,生态保护治理面临系列问题和风险。基于我国典型高原湖泊生态退化现状及主要原因分析,重点针对高原湖泊流域保护治理政策存在的生态系统整体性、系统性保护不足,源头管控、过程监管和基于自然的生态修复的治理体系不健全,推进经济社会转型、绿色发展不足等问题,建议:强化湖泊流域国土空间用途管控,实施湖泊整体保护和系统治理,推进全面绿色低碳转型发展,完善湖泊流域生态产品价值核算体系和实现机制。
Influenced by congenital conditions,climate change and human activities,plateau lakes in China face a series of problems and risks in ecological protection and management.Based on the analysis of the current situation and main causes of ecological degradation of typical plateau lakes in China,this article focuses on the problems existing in the protection and governance policies of plateau lake basin,such as the insufficiency of ecosystem integrity and systematic protection,the inadequacy of the governance system of source control,process supervision and nature-based ecological restoration,and the lack of the promotion of economic and social transformation and green development,then put forward the following suggestions:We should strengthen the management and use control of territorial space in the lake basin,implement the overall protection and systematic governance of the lake,promote the comprehensive green and low-carbon transformation and development,and improve the value accounting system and realization mechanism of ecological products in the lake basin.
