地勘单位整合式改革的理论框架与实现路径--以组织管理内卷化和公共服务碎片化的视角

Theoretical Framework and Implementation Path of Integrated Reform of Geo-Prospecting Units-From the Perspective of the Involution of Organization Management and the Fragmentation of Public Services

组织管理内卷化现象和公共服务碎片化倾向不利于地勘单位持续健康发展。一方面,高度行政化干预式管理和封闭的行业系统导致地勘单位发展模式和发展路径被长期锁定,陷入重复投入的发展陷阱;另一方面,地勘单位名义上的公益性职能日趋弱化,与区域发展战略相契合的多元化新型公益性职能又尚未形成,使地质工作的公益属性日趋碎片化和模糊化,与事业单位的根本属性产生矛盾。在此背景下,我国地勘单位区域整合势在必行,地勘单位要重塑公益性职能,破除内卷化发展陷阱,实现地质资源合理配置和有效供给。

The involution of organization management and tendency of the fragmentation of public services are not conducive to the sustainable and healthy development of geo-prospecting units.On the one hand,highly administrative intervention management and closed industry systems have led to the long-term lock of development mode and development path of geo-prospecting units,falling into the development trap of repeated investment;on the other hand,the nominal public welfare function of geo-prospecting units is weakening,and the diversified new public welfare functions corresponding to the regional development strategy have not yet been formed,which makes the public welfare attribute of geo-work increasingly fragmented and fuzzy,and conflicts with the fundamental attribute of public institutions.In this context,the regional integration of geo-prospecting units in China is imperative,geo-prospecting units should reshape the public welfare function,break the trap of involution development,and realize the rational allocation and effective supply of geo-resources.
