教育治理现代化:基于概念再解的政策体系与行动

The modernization of educational governance:policy system and actions based on the conceptual reinterpretation

教育治理现代化是国家治理现代化的组成部分,是高质量教育体系主要表征。梳理其概念渊源,外因是发轫于公共治理理论的勃兴,但主因则是狭义教育走向广义教育,深层次原因是非正式制度对教育本质影响的回归,故教育治理应有其独特的概念体系,不能简单尾随泛公共治理而释义。据此,基于“教育治理”“教育治理体系”“教育治理能力”的概念再解,从政策实践的角度,对“教育治理现代化政策体系”进行了内容政策架构,提出了“全面依法行政、全面依章治校、全面依规评教、全面有序参与”的政策内容。在政策行动中,要将教育生态治理作为教育治理现代化的切入点,将合格、优质与卓越三层级评价标准作为导向,以教育治理体系组织化和教育治理能力机制化作为发展路径。

The modernization of educational governance is the composition of the modernization of national governance and the main representation of high-quality educational system.Teasing out the origins of its concept,the external cause is the prosperity of the theory of public governance,but the main cause is the transformation from a narrow education into a broad education,and the underlying cause is the return of the influence of the informal system on the nature of education.Therefore,educational governance should have its unique conceptual system,and cannot be interpreted simply by following the pan-public governance.Accordingly,this paper re-interpreted the concepts of“educational governance”,“the system of educational governance”,and“the capacity of educational governance”,and established a framework of the policy content with“the modernization of the system of educational governance”from the perspective of policy practice.It also put forward such policy contents as“comprehensive administration according to law,school management in accordance with rules,evaluating teaching according to regulations,and comprehensive orderly participation.In policy actions,we should take the ecological governance of education as the entry point of the modernization of educational governance with the three-level evaluation criteria:being qualified,quality and excellence as a guide,and take the organizational system of educational governance and the institutionalization of the ability of educational governance as the development path.
