新发展格局与京津冀都市圈化发展的构想 被引量:20

摘要 结合双循环战略产生的现实背景和都市圈的发展特点,研究了都市圈对促进形成新发展格局的重要作用。以京津冀城市群为例,分析了京津冀城市群产业转移及产业结构调整现状;采用改进的引力模型分析方法,计算了京津冀、长三角和珠三角三大城市群的内部经济联系情况,对比分析了三大城市群的内部空间结构特点。研究认为,京津冀城市群的产业发展取得了较好成就,然而与其他地区相比,城市群的内部空间结构仍然有待优化。在此基础上,设想将京津冀城市群划分为北京、天津和石家庄三个都市圈,并进一步分析了三个都市圈未来发展演化的方向。最后,为“十四五”时期促进京津冀都市圈化发展提出了相关政策建议。 Combined with the realistic background of the domestic and international dual circulation system strategy and the development characteristics of the metropolitan area,this paper studies the importance of metropolitan area in promoting the formation of a new development pattern.Taking Beijing-Tianjin-Hebei urban agglomeration as example,this paper analyzes development of industrial transfer and industrial structure adjustment in the region.Besides,using the modified gravity model analysis method,this paper calculates the internal economic relations of Beijing-Tianjin-Hebei urban agglomeration,Yangtze River Delta and Pearl River Delta.The study shows that Beijing-Tianjin-Hebei urban agglomeration has a good industrial foundation.However,compared with other urban agglomerations,the internal spatial structure in this region still needs to be optimized.On this basis,this paper proposes to divide the Beijing-Tianjin-Hebei urban agglomeration into three metropolitan areas:Beijing,Tianjin and Shijiazhuang metropolitan area,and analyzes the future development and evolution direction of these metropolitan areas.It puts forward relevant policy suggestions for promoting the development of Beijing-Tianjin-Hebei metropolitan area during the 14th Five-Year Plan period.
