河北省塞罕坝机械林场自然资源确权登记作为自然资源部确权登记示范点,以国家批准的承德市塞罕坝机械林场、森林公园和自然保护区的范围为依据,探索山水林田河草整体自然资源全要素登记单元边界的划定原则、权属认定及资源状况的登记方法。以不动产登记为基础,系统保护、综合治理为目标,划清自然资源的"四个边界"为任务,着力形成可复制推广的试点经验和操作指引,为全国开展自然资源统一确权登记及产权制度改革等工作奠定基础、提供借鉴,助推全国自然资源确权登记工作的集成化程度和法制化进程。
