村级组织负责人“一肩挑”:实施机制与制度效应

The Practice of "Concurrent Post Holding"(Yijiantiao) of Village-level organization Leaders: Implementation and Effect

全面推进村级组织负责人"一肩挑"是一项重大的农村基层治理制度变革。在梳理村级组织负责人"一肩挑"研究脉络和政策演进的基础上,结合各地政策经验分析了"一肩挑"制度的差异化实施机制。从政治领导能力、组织团结能力、村级治理能力和社会动员能力四个维度分析了村级组织负责人"一肩挑"的制度效应。全面推进村级负责人"一肩挑"制度有助于增强党对农村社会的政治领导能力,而能否增强组织团结能力、村级治理能力和社会动员能力则存在不确定性因素。

It is a great reform of rural community-level governance system to comprehensively promotethe "concurrent post holding"(yijiantiao) of village-level organization leaders. On the basis of sortingout the research context and policy evolution of the yijiantiao practice, this paper analyzes the differen-tial implementation mechanism of the yijiantiao practice combined with local policy experiences. Its ef-fect is analyzed from four dimensions: political leadership ability, organizational unity ability, village-level governance ability and social mobilization ability. Comprehensively promoting the yijiantiao prac-tice of village leaders is helpful to enhance the Party’s political leadership ability in rural society, whilewhether it can enhance organizational unity, village-level governance and social mobilization is uncer-tain.
