在我国全面实行不动产统一登记制度的背景下,为解决省、市、县三级不动产登记工作的标准化、互联互通以及数据共享等问题,在分析实际不足和需求的基础上,利用分布式地理信息系统、云计算等技术,提出了集省、市、县三级为一体的不动产登记信息管理基础平台建设的思路,构建不动产登记数据库,开发不动产登记信息管理基础平台,实现不动产登记数据的管理、共享和交换,有效降低了三级不动产登记部门在数据管理、软件功能开发和平台运维方面的成本,提高了不动产登记的管理水平。

To implement a unified registration system under the background of real estate in China,and solve the provincial,city and county levels of real estate registration work standardization,connectivity and data sharing,based on the analysis of actual and insufficient demand and use of distributed GIS,such as cloud computing technology,the provincial,city and county levels of real estate registration information management platform scheme was proposed for construction of real estate registration database,development of real estate registration information management platform,realization of the real estate registration management,sharing and exchange of information.It was proven to effectively reduce the cost of data management,software function development and platform operation and maintenance of the three-level real estate registration department,and improve the management level of urban real estate registration.
