现有全面从严治党主体责任实现机制研究重过程分析轻结构分析,忽视全面从严治党主体责任的结构分化特征及其对构建全面从严治党主体责任实现机制的重要影响。全面从严治党主体责任具有客观责任与主观责任两种样态,构建全面从严治党主体责任实现机制需要考虑两者的属性与特征,分类施策构建与之相匹配的责任实现机制。基于《党委(党组)落实全面从严治党主体责任规定》的文本分析可知,事前明确客观责任的责任主体与责任内容、事中采取督促客观责任落实的外部控制措施与事后对落实客观责任不力者实施外在问责前后相继、环环相扣,共同构成客观责任的外部实现机制。事前明晰主观责任的责任意识和责任伦理、事中采取督促主观责任落实的内部控制措施与事后实施落实主体责任不力者的自我问责相互衔接、层层推进,共同构成主观责任的内部实现机制。

As for the existing research on the realization mechanism of the subject responsibility of seeing party self-governance exercised fully and with rigor,it pays more attention to the process analysis than to the structural analysis,and ignores the structural differentiation characteristics of seeing party self-governance exercised fully and with rigor and its important influence on the construction of the realization mechanism of the subject responsibility of seeing party self-governance exercised fully and with rigor.The subject responsibility of seeing party self-governance exercised fully and with rigor has following two kinds of forms:objective responsibility and subjective responsibility.To construct the realization mechanism of the subject responsibility of seeing party self-governance exercised fully and with rigor,we need to consider the attributes and characteristics of the two kind of responsibility,implement policies according to different categories,and construct the classified responsibility realization mechanism.Based on the system text analysis of the"the Party Committee(Party Group)to Implement the Provisions on the subject responsibility of seeing party self-governance exercised fully and with rigor",we can see the external realization of objective responsibility includes the following three successively aspects:the external realization mechanism of objective responsibility consists of clarifying the subject and content of objective responsibility in advance of the event,taking external control measures to supervise the implementation of objective responsibility in the event,implementing external accountability to those who fail to implement objective responsibility after the event,which together constitute the external realization mechanism of objective responsibility.Furthermore,the internal realization mechanism of subjective responsibility consists of the following three successively aspects:clarifying the responsibility consciousness and responsibility ethics of subjective responsibility in advance of the event;second,taking internal control measures to urge the implementation of subjective responsibility in the event,promoting the self accountability of those who fail to implement the subjective responsibility after the event,which together constitute the internal realization mechanism of subjective responsibility.
