Community resident conventions can be divided into arranged conventions and consultative conventions,according to the production process of community resident convention.The two conventions have different formulation logic and binding effect.The design principles of autonomous governance can provide reference for us to review the rationality and effectiveness of these two types of conventions.The research shows that the consultative convention conforms to the principles of autonomous governance and responds effectively to the core issues of collective action,which can guide residents to learn self-action on the basis of self-identification.Indepth analysis shows that empowerment is the key to the effectiveness of convention.Empowerment is an effective way to break the dilemma of"conventions without governance utility".
