On the Sustainable Security Cooperation Between China and the United Nations

可持续安全是一个集观念、目标、状态和能力等诸多要素于一体的综合概念,是一种预防性的安全范式。相较于控制范式主导下的安全理念,可持续安全在原则上更强调安全与发展的可持续性;范围上更关注国内安全与全球安全的统一性;内容上更重视传统安全与非传统安全的协调性;实践上更注重各行为主体之间的互动与合作。中国与联合国分别是国际社会中最具代表性的国家行为体和非国家行为体,是构建可持续安全的关键力量。世界百年未有之大变局下,传统安全与非传统安全相互交织,全球安全治理体系尚存在制度有效性不足、部分供给国能力和意愿下降、包容性欠缺等缺陷,全世界面临的可持续安全挑战前所未有。通过协调推进2030年可持续发展议程,联合推进全球伙伴关系建设,强化实体机制联系,共推人类命运共同体制度化建设和全球安全治理体系改革等路径共同构建可持续安全,是中国与联合国可持续安全合作的必然之举。

Sustainable security is a comprehensive concept that integrates many elements such as concept,objective,state and capability,and is a preventive security paradigm.Compared with the security concept dominated by the control paradigm,sustainable security emphasizes more on the sustainability of security and development in principle;focuses more on the unity of domestic security and global security in scope;pays more attention to the coordination of traditional security and non-traditional security in content;and focuses more on the interaction and cooperation among various actors in practice.China and the United Nations are the most representative state and non-state actors in the international community,respectively,and are the key forces in building sustainable security.Under the world’s unprecedented changes,traditional and non-traditional security are intertwined,and the global security governance system still has deficiencies such as insufficient institutional effectiveness,declining capacity and willingness of some supplier countries,and lack of inclusiveness,and the world is facing unprecedented sustainable security challenges.It is inevitable for China and the United Nations to cooperate on sustainable security by coordinating the promotion of the 2030 Agenda for Sustainable Development,jointly promoting global partnership building,strengthening the links between physical mechanisms,jointly promoting the institutionalization of the Community with Shared Future for Mankind and the reform of the global security governance system.
