党的十九大对提高全民族法治素养提出了明确要求。法治素养是法治化建设进程中的基石保障,是塑造现代化公民必备的核心素养,对坚持走中国特色社会主义法治化道路和建设社会主义法治国家具有重大价值意蕴。法治知识、法治意识、法治思维、法治能力是法治素养的构成要素,与认知机制、推理机制、决策机制和建构机制一一对应。如何进一步提高全民族的法治素养需要从全面依法治国的宏观面向、法治教育和普法活动的中观面向和个体形塑的微观面向合力培育。

The 19th National Congress of the Communist Party of China has put forward clear requirements for improving the legal literacy of the whole nation.The quality of rule of law is the cornerstone guarantee in the process of building the rule of law,and which is the essential core quality for shaping modern citizens.It has great value significance for adhering to the road of socialist rule of law with Chinese characteristics and building a socialist country under the rule of law.Rule of law knowledge,rule of law consciousness,rule of law thinking and rule of law ability are the elements of rule of law accomplishment,which correspond to cognition mechanism,reasoning mechanism,decision-making mechanism and construction mechanism.How to further improve rule of law of the whole nation,we need to be jointly cultivated from the macro aspect of the comprehensive rule of law,the middle aspect of the legal education and law popularization activities and the micro aspect of individual shape shaping.
