乡贤型顾问:新乡贤参与村干部队伍建设的功能与机制研究--以湖北省Z村为例

Township-Type Consultant:Research on the Function of Xinxiangxian Participating in the Construction of Village Cadre Team

新乡贤参与村干部队伍建设的作用在不同地区存在明显差异。中西部地区新乡贤主要通过能力引领、路径引领、动力引领以及培养后备干部和村干部接班人来发挥作用。但新乡贤参与村干部队伍建设的程度和数量有限,且以家族为单位;宗族型乡贤较多,难以把握辅助村庄选举和干预村庄选举的界限。与东部发达地区的“乡贤型村干部”相比,中西部农村地区人财物流出的现实决定了新乡贤多是“乡贤型顾问”,他们主要作为发展顾问参与村级治理,这一角色定位在推动基层良性治理的同时,亦存在一定的局限性。

There are obvious regional differences in the role of Xinxiangxian participating in the construction of the village cadre team in different regions.Xinxiangxian in the central and western regions play their role mainly by cultivating reserve cadres and successors of village cadres through ability guidance,path guidance and motivation guidance.However,the extent and number of Xinxiangxian participating in the construction of the village cadre team is limited,which always take family as the unit.There are many clan-type sages,and it is difficult to grasp the boundary between auxiliary village elections and interference in village elections.The current study found that compared with the“senior village cadres”in the developed eastern regions,the reality of the distribution of human and financial resources in the central and western rural areas determines that Xinxiangxian are a“township-type consultant”,and they mainly participate in the village as village-level development consultants.While this role is positioned to promote governance at the grassroots level,it also has certain limitations.
