摘要
基于2014-2019年全国23所高校大类招生改革数据,运用清晰集定性比较分析,从院校特征、外部环境与推进策略三个维度研究了高校内跨部门合作的推力因素。发现高校内部各学院、专业系间因目标、利益不一致,致使大类招生这种横向跨部门合作表现为自上而下的科层式协同,校级领导层重视是合作顺利推进的必要前提;院校规模、学科类型等内部特征会限制高校内合作实践的表现形式与实现效果,外部政策压力会刺激合作实践与变通行为的产生;合作的形成是多因素耦合的结果,高校决策者可根据院校情境的不同,选择差异化的推进策略。
Based on the 23 universities’majors enrollment reform data from 2014—2019 in China,this paper use qualitative comparative analysis(cs/QCA)method to explore the effects contribute to the cross-sectoral collaboration in university.The research reveals that due to the difference of targets and interests among faculties,the collaboration of universities’sub-system is manifested be a top-down hierarchical coordination,higher administrative support is necessary for a successful internal collaboration;the organizational context features such as type and enrollment size could limit the form and performance of collaboration,and external policy pressure may enhance the collaboration and create implementation deformations;the formation of cooperation is a result of a multi-factor coupling,decision maker of universities could select different strategies to enhance collaboration depends on college’s features and environment.
