多源流理论视域下“双高计划”政策过程考察

Investigation on the Policy Process of“Double-high Plan”from the Perspective of Multi-source Flow Theory

"双高计划"使高职教育改革成为一种公共事务,它是一系列基本程序与特定行动共同作用的政策过程。运用多源流理论进行分析后发现:对接产业升级、推进人力资源供给侧改革、高职资源配置转型等问题流是"双高计划"出台的原生动力;政府主管部门的主导与推动、专家学者提出的创造性政策建议等政策流是"双高计划"出台的顶层设计;全国人大代表提案、政党领袖集体行动等政治流是"双高计划"出台的利益诉求。政策制定者精准把握住"职教20条"颁布的政策之窗,汇聚了三大源流,使"双高计划"得以落地实施。

The"double-high plan"makes the reform of higher vocational education a public affair.It is a policy process with a series of basic procedures and specific actions.Based on the theory of multi-source flow,it is shown that the original motive force of"double-high plan"is to link up the industrial upgrading,push forward the supply-side reform of human resources,and transform the resource allocation of higher vocational education.The top-level design of the"double-height plan"is the leading and pushing of the government department in charge and the creative policy suggestions put forward by experts and scholars.The political flow,such as the member of the National People’s Congress proposal and the collective action of Party leaders,is the interest demand of the"double-high plan".Policymakers accurately grasp the"20 vocational education"issued the window of the policy,gathered three streams,so that the"double high plan"can be put into practice.
