摘要
如何激励广大基层公务员队伍敢担当、善作为是一个亟需解决的重要现实问题。通过对河南省694名基层公务员的调查发现:来自部门单位的组织支持感对基层公务员担当作为具有显著的正向影响,而这一影响在很大程度上需要以基层公务员自身的公共服务动机作为中介变量来实现。因此,进入新时代,激励基层公务员的担当行为,应营造敢于担当作为的部门组织环境,重视基层公务员公共服务动机意识的发掘与培养,持续强化基层公务员以提供优质公共服务为核心的担当行为的塑造。
It is a urgently realistic problem to be resolved on how to encourage the vast grass-root civil servants to be brave at taking responsibility and behave well. The survey among 694 civil servants from the primary level in Henan province indicates the notable positive effect of the support from the relevant organizations on their sense of responsibility and behavior. However,the effect can be realized by taking their motives of public service as the intervening variable. Therefore,in the new era,to encourage grass-root civil servants to take responsibility,the circumstance featuring being brave at taking responsibility should be built among departments;it should also emphasize the exploration and cultivation of the motives of the public service among civil servants and constantly strength and shape their responsible actions with providing high quality public service as the core.
