RCEP根据区域实际情况构建了具有一定特色的原产地规则,突出表现为标准相对较低、运用灵活的特定原产地规则,适度宽松的直接运输规则以及具有创设性的区域原产地自主声明制度。这些制度、规则将对处于极度敏感的当今世界经贸局势产生重要影响,在对中国、区域乃至全球带来积极意义的同时,又对中国积极参与国际经贸规则治理提出了更大挑战。中国应抓住RCEP签署的绝佳契机,加速国内产业、政策以及法律方面的调整与优化,致力于引导企业认识并积极应用RCEP原产地规则,综合运用宏观调控手段优化对外贸易环境,并不断完善、优化优惠自贸协定项下的国内原产地管理制度与立法体系。

According to the regional actual situation, RCEP constructs the rules of origin with certain characteristics, which are highlighted by the specific rules of origin with relatively low standard and flexible application, moderately loose direct transport rules, and creative system of independent declaration of regional origin. These systems and rules will have an important impact on the extremely sensitive world economic and trade situation. They also pose a greater challenge to China’s active participation in the governance of international economic and trade rules while bringing positive significance to China, the region and even the whole world. China should seize the opportunity of signing RCEP to accelerate the adjustment and optimization of domestic industries, policies and laws, strive to guide the enterprises to understand and actively apply RCEP rules of origin, optimize foreign trade environment by comprehensively using macro-control means, and constantly improve and optimize domestic origin management system and legislation system under the preferential free trade agreements.
