困境与破局:体育强国建设背景下我国体育社会组织改革路径研究

Dilemma and Breakthrough:Research on the Reform Path of China's Sports Social Organization Under the Background of Sports Power Construction

采用文献研读、实地调研、访谈、逻辑归纳等方法,围绕体育强国建设对体育社会组织的角色期待以及角色困境进行阐释的同时,提出深入推进体育社会组织改革助推体育强国建设的基本路径。研究指出:我国体育社会组织承载有公众与政府的代言人、政府职能的承接者、政府权力的监管者、公共精神的倡导者等新时代赋予的角色期待,但是目前仍存在对行政资源的惯性依赖、内部治理结构失衡、内外部监督体系不完善等发展困境。围绕目前尚存在的薄弱环节,从体育社会组织活力、组织能力以及组织运行三个层面提出:厘清权责、加大舆论宣传、坚持“跨界融合”、注重人力资源建设、多元化监管、内部治理制度等角度推进改革创新的具体措施,旨在为我国体育社会组织改革提供思路。

By using the methods of literature review,field research,interview and logical induction,this paper explains the role expectation and role dilemma of sports social organizations in the construction of sports power,and puts forward the basic path of promoting the reform of sports social organizations and boosting the construction of sports power.The research points out that:China's sports social organizations bear the role expectations given by the new era,such as spokesmen of the public and the government,successors of government functions,regulators of government power,advocates of public spirit,but there are still some development difficulties,such as the inertia dependence on administrative resources,the imbalance of internal governance structure,and the imperfection of internal and external supervision system.Focusing on the existing weak links,this paper puts forward specific measures to promote the reform and innovation from three aspects:clarifying the power and responsibility,increasing public opinion propaganda,adhering to the"cross-border integration",focusing on human resources construction,diversified supervision,and internal governance system,so as to provide ideas for the reform of China's sports social organizations.
