摘要
国家发改委研究部署全面放开经营性行业发用电计划,对整体发用电格局、电力供应、电网企业经营和工作方式带来深远影响。本文对通知相关精神进行解读,首先介绍了南方区域发用电计划放开现状,然后详细分析了全面放开经营性电力用户发用电计划对系统各相关方以及电网企业造成的影响,在此基础上总结了在放开经营性行业发用电计划过程中所产生的问题,最后针对电网企业在改革过程中所面对的机遇与挑战,提出了相应的建议。
Recently,the National Development and Reform Commission has promoted the marketization of electricity trading,and officially issued the"Notice on Comprehensively Liberalizing the Power Generation and Utilization Plans of Commercial Power Users."And this document will have a profound impact on power generation and consumption pattern,power supply,grid business operations.This article bases on the interpretation of the document,introducing the current situation of marketization of electricity trading in the southern part of China,then analyzes the impact of marketization of power trading for commercial power users on power plants,users and power grid companies and summarizes the possible obstacles during the process of power trading market reform.Finally,the author proposes some corresponding suggestions for the possible challenges and opportunities during the process of power trading market reform.
