新型冠状病毒肺炎疫情下大型公立医院应急防疫物资保障机制的探索与实践

Exploration and Practice of Materials Support Mechanism for Emergency Epidemic Prevention in Large Public Hospitals Under Novel Coronavirus Pneumonia

2020年1月中旬,新型冠状病毒肺炎疫情在湖北省武汉市出现局部暴发。1月25日,华中科技大学同济医学院附属同济医院(以下称同济医院)正式作为武汉市收治危(重)症患者的定点医院,承担相应的治疗工作。保障一线医护人员防疫物资的需求是确保患者得到良好救治的前提。基于此,医院物资保障团队遵循"开源节流、分级保障"的原则,实行积极灵活的采购策略、根据科室风险等级制定物资分配优先级、以实时存量与实际用途作为统一发放依据,并加强对团队成员的管理和培训,在实践中不断提升团队的保障能力,这不仅为我院疫情防控工作的有序开展提供有了力支撑,同时也为我国其他地区及国际医疗机构疫情防控的防疫物资保障工作提供了参考方案。

In mid January 2020,a local outbreak of novel coronavirus pneumonia occurred in Wuhan,Hubei province.On January 25th,Tongji Hospital Affiliated to Tongji Medical College of Huazhong University of Science and Technology(hereinafter referred to as Tongji Hospital)was officially assigned as the designated hospital for the treatment of critically ill patients in Wuhan and undertook the relevant treatment work.Based on the fact that meeting the requirements of epidemic prevention materials for medical staff is the foundation to treat and cure the patients well,the hospital materials support team followed the principle of"increasing revenue and reducing expenditure,hierarchical support",implementing active and flexible procurement strategy,formulating materials allocation priority according to the department risk level and taking the real-time stock and actual use as the unified distribution basis.Meanwhile,we strengthened the management and training of our team members and improved the team's support ability in practice continuously.The above strategies provided a strong support for the orderly implementation of epidemic prevention and control work in our hospital,and provided a Tongji scheme for the epidemic prevention and control materials support work in the other regions of China and international medical institutions.
