教育公平视野下我国城乡义务教育均衡发展问题的溯源及政策建议 被引量:6

摘要 城乡义务教育发展失衡是制约我国义务教育整体发展的主要原因,是当前我国城乡义务教育一体化需要解决的主要问题,主要表现在办学条件、教育经费投入和师资力量等方面存在较大差异,影响了社会的和谐发展。从溯源来看,办学思想的偏差、城乡二元结构体系的阻碍和教育政策的城市偏向是造成我国城乡义务教育发展失衡的主要原因。因此,各级政府和教育主管部门需要以机制建设为突破口,为我国城乡义务教育均衡发展的顺利进行提供必要的制度保障。 The imbalance between urban and rural compulsory education development is the main reason that restricts the overall development of compulsory education in China.It is the main problem that needs to be solved in the integration of urban and rural compulsory education in China at present.It is mainly manifested in the great differences in the conditions of running schools,the investment of education funds and the faculty,which affects the harmonious development of society.From the perspective of origin,the deviation of school running thought,the obstruction of urban-rural dual structure system and the urban bias of education policy are the main reasons for the imbalance of urban-rural compulsory education development in China.Therefore,governments at all levels and education authorities need to take mechanism construction as a breakthrough to provide the necessary institutional guarantee for the smooth development of urban and rural compulsory education in China.
