新疆乡村振兴与新型城镇化耦合协调发展研究

Research on the Coupling Coordination Development of Rural Revitalization and New Urbanization in Xinjiang

乡村振兴与新型城镇化相辅相成、相互促进,研究两者间的耦合协调关系,对于解决“三农”问题、促进城乡融合发展具有重要意义。在构建乡村振兴与新型城镇化两个发展水平指标的基础上,运用综合加权法、耦合协调度模型对新疆2008—2017年二者的综合评价指数、耦合协调度进行评价分析。结果表明:考察期内乡村振兴与新型城镇化指数均呈波动上升趋势,并由乡村振兴滞后型逐渐向新型城镇化滞后型转变;耦合协调水平总体上呈显著上升趋势,经历了由低度协调耦合向高度协调耦合转变的重大提升,但提升速度明显放缓。基于此,提出大力推进城乡产业融合发展、城乡基础设施互联互通等相关建议,以期促进新疆乡村振兴与新型城镇化向更高水平耦合协调阶段过渡。

Rural revitalization and new urbanization complement each other and promote each other.Studying the coupling and coordination relationship between the two is of great significance for solving the issues relating to agriculture,rural areas and farmers and promoting the integrated development of urban and rural areas.Based on the establishment of indicators for the development level of the two systems of rural revitalization and new urbanization,this article uses the comprehensive weighting method and the coupling coordination degree model to evaluate and analyze the comprehensive evaluation index and coupling coordination degree of Xinjiang from 2008 to 2017.The results show that during the inspection period,both the rural revitalization and the new urbanization index showed a fluctuating upward trend,and gradually changed from a lagging rural revitalization to a lagging new urbanization;the coupling coordination level showed a significant upward trend in general,and experienced a low-level coordination A significant improvement in the transition from coupling to highly coordinated coupling,but the speed of improvement has slowed down significantly.Based on this,it puts forward relevant suggestions to vigorously promote the development of urban and rural industry integration and the interconnection of urban and rural infrastructure,in order to promote the transition of Xinjiang's rural revitalization and new urbanization to a higher level in coupling and coordination.
