After the founding of the Communist Party of China(CPC for short)on July,1921,it was concerned about Taiwan revolutionary cause, attracting advanced youth of Taiwan who were studying in the mainland,China to join the Youth League and the Party, and sending outstanding Taiwan revolutionaries to Moscow Oriental University for further study,so as to reserve talents for the establishment of the local Party organization of the Taiwan Communist Party(TCP for short). At that time, the division of Communist organizations in the world was based on the principle of“one country, one Party”and Taiwan was a colony of Japan,so the Communist International decided to let the Japanese Communist Party lead the Party building work of the TCP.The Japanese Communist Party was too busy with domestic elections to attend to the Party Building Conference in Taiwan. It hereby entrusted the CPC to guide the conference on its behalf. The CPC not only carefully prepared the Founding Conference of the TCP,but also taught the TCP the experience of the mainland revolution at the Founding Conference of the TCP.It repeatedly urged the TCP to draw lessons from the failure of the mainland revolution, beware of compromises with the bourgeoisie, and avoid the Right Opportunist mistakes that the CPC had made.In addition, the CPC also examined the various programs of the TCP,raised modification suggestions and asked the TCP to vigorously recruit workers and peasants into the Party.
