关于构建陕西省国土空间生态修复工作体系的思考

Thoughts on Constructing the Work System of Territorial Ecological Restoration in Shaanxi Province

国土空间生态修复是自然资源部门行使“两统一”的重要职责内容。本文在理论学习、实地调研和分析相关研究基础上,首先提出了生态环境问题和资源开发利用密切相关的观点,并认为要从四方面实现整体资源保护利用与生态环境保护改善相协调。在此基础上,结合陕西省生态修复实际,提出了包括十个方面的陕西省国土空间生态修复工作体系,以及在实践中需要厘定的概念,为当前国土空间生态修复管理提供参考。

Territorial ecological restoration is an important content of the'two unifications'exercised by the natural resources department.On the basis of theoretical study,field investigation and existing research,this paper puts forward firstly the viewpoint that ecological environment problems and resource development and utilization are closely related,and proposes to realize the coordination and unity of overall resource protection and utilization and ecological environmental protection improvement from four aspects.On this basis,combined with the actual situation of ecological restoration in Shaanxi Province,a work system for the territorial ecological restoration in Shaanxi Province was proposed,including 10 systems,as well as concepts that need to be defined in practice,in order to provide reference and guidance for the current management of territorial ecological restoration.
