摘要
十九届四中全会提出要全面建立资源高效利用制度。在充分了解国内矿产资源高效利用现状的基础上,分析当前影响我国资源高效利用水平进一步提升的主要因素,并参考借鉴美、加、澳等发达国家和国际机构矿产资源高效利用经验,思考推进我国矿产资源高效利用的参考途径,提出完善矿产资源高效利用政策体系,建立资源绿色标签与全生命周期监管体系,重塑先进适用技术推广体系等建议措施。
At the Fourth Plenary Session of the 19th CPC,the comprehensive establishment of a system of efficient utilization of resources was put forward.Based on the understanding of the current situation of efficient utilization of mineral resources,this paper analyzes the influencing factors faced by China's resource utilization,refers to the experience of efficient utilization of mineral resources in developed countries such as the United States,Canada,Australia and other international institutions,and considers the reference ways to promote the efficient utilization of mineral resources in China.Suggestions and measures were put forward to improve the policy system for the efficient utilization of mineral resources,establish the green label of resources and the whole life cycle supervision system,and reshape the promotion system for advanced and applicable technologies.
