地方高校海外高层次人才引进市场化机制研究

摘要 海外高层次人才引进市场化机制不健全是地方高校人才发展的困境之一。探讨完善海外高层次人才引进市场化机制的核心要素。通过问卷调查和重点访谈,基于Logit模型的实证分析证实了人才引进市场化机制相关因素对人才发展工作的影响,并从人才培育载体、人才引进制度、人才使用机制、人才激励制度以及人才服务机制等5方面提出地方高校进一步完善海外高层次人才市场化机制的对策建议。 The imperfect market oriented introduction mechanism of high-level overseas talents is a major problem that puzzles the talent development work in local colleges and universities,it is urgent to reveal key problems and explore its mechanism to grasp the core elements of further improving the mechanism of introducing overseas high-level talents.The article is based on a number of issues revealed by questionnaires and interview,the empirical analysis based on the Logit model confirms the influence of the related factors of market oriented introduction mechanism on the talent development work under the perspective of"staying behind".Accordingly,from five aspects,such as the carrier of talent cultivation,the system of talent introduction,the mechanism of talent use,the system of talent incentive and the service mechanism of talent,this paper puts forward the countermeasures and suggestions for the local colleges and universities to further improve the market oriented introduction mechanism of overseas high-level talents.
