Three Meanings of Value Concept of“People First”

人民是民族延续的血脉源头,是国家发展的力量根基。“人民至上”价值理念是中国共产党以人民作为治国理政出发点和落脚点的价值表述,是习近平新时代中国特色社会主义思想对马克思主义唯物史观的继承和发展,蕴含着中国共产党“以人民为中心”的执政信条、“人民利益高于一切”的价值准则、“人民是历史的创造者”的人民主体理念三重意蕴。“人民至上”价值理念建立在马克思主义唯物史观基础之上,融汇在马克思主义中国化理论体系之中,根植于中国共产党初心使命之内;覆盖最广泛、最全面的价值要素,内含实现“人民利益”的价值追求,化为实现共同富裕的价值表述;回答了“为什么人发展”“依靠什么人发展”“发展成果由什么人共享”的新时代中国特色社会主义现代化建设基本问题。

The people are the source of national continuity and the foundation of national development.The value concept of“people first”is the value expression of China’s Communist Party’s people’s starting point and foothold as China’s governing the country.It is the inheritance and development of Xi Jinping’s socialist ideology with China’s characteristics in the new era on Marx’s materialist conception of history.It contains three meanings of the China’s Communist Party’s ruling creed of“taking the people as the center”,the value criterion of“people’s interests above everything”,and the idea of“people are the creators of history”.The value concept of“people first”is based on the historical materialism of Marxism,which is integrated into the theoretical system of Marxism,Sinicization,and is rooted in the initial mission of the Communist Party of China.It covers the most extensive and comprehensive value elements,realizes the value pursuit of“people’s interests”and turns into the value expression of realizing common prosperity.Besides,it answers the basic questions of the socialist modernization construction with Chinese characteristics in the new era,such as“why people develop”,“who rely on to develop”and“who share the fruits of development”.
