浅析建设项目社会风险评估与环境影响评价之间的关系

Study on the Relationship Between Environment Impact Assessment and Social Risk Assessment of Construction Project

从评估目的、评估流程和评估要素(范围、方法)等方面入手梳理建设项目中社会风险评估与环境影响评价之间的关系。通过对比分析发现,基于防范和减少项目建设负面影响的社会风险评估与环境影响评价在评估流程、评估要素等方面存在紧密相关和交叉的特性。在此基础上,以某城市轨道交通建设项目为例,阐述二者在建设项目中各工作阶段的关系,并借鉴环境影响评价制度实施的经验,提出社会风险评估方面的对策建议,为推进建设项目社会风险评估工作的科学化、专业化提供参考。

Social risk assessment and environmental impact assessment are closely related to each other in the early stage of a construction project.The relationship between the two is analyzed in terms of the evaluation purpose,evaluation process and evaluation elements.The evaluation purposes of them are actually the same,i.e.,to prevent and reduce the negative impact of project construction.And some overlapping exists in their investigations.While the social risk assessment does not have as many experiences as the environmental impact assessment,take an urban rail transit construction project as an example to expound the relationship between them in each working stage.To provide reference for scientificand professional of social risk assessment.It can draw lessons from the environmental impact assessment and make advances just alike.
