摘要
海河流域清漳河被列为全国第一批开展水量分配工作的河流,已编制完成《清漳河水资源配置方案》,为落实该方案,需要研究制定便于管理机构执行、可操作性强的调度管理方案,以保证指定断面下泄水量满足要求。在山西、河北2省清漳河流域实地查勘和调研掌握详实数据信息的基础上,建立了水文年景预测模型,研究了径流模型还原直接法、降水径流关系间接法2种方案,提出了流域内可调水量的预测公式,并参考用水计划(本文提出的建议制度)、蓄水总量等进行合理的调度,确保下泄水量达到水量分配方案的要求。研究成果对其他流域河流制定水量调度方案细则具有指导作用。
The Qingzhanghe River in the Haihe River Basin is listed as one of the first rivers to carry out water allocation in China.The Water Resources Allocation Scheme of Qingzhanghe River has been completed.In order to implement this scheme,it is necessary to study and develop a dispatch and management scheme with high practicality that is easy to be implemented by the management agency so as to ensure the water discharged from the designated section meet the requirement.Based on the detailed data obtained from field survey and research in Qingzhanghe River Basin in Shanxi and Hebei Province,this paper establishes prediction model of hydrological year,studies two schemes of direct method of runoff model reduction and indirect method of precipitation-runoff relation,puts forward the prediction formula of the adjustable water quantity in the basin and makes reasonable dispatch based on water use scheme(suggested system in this paper)and water storage volume which guarantees that the discharged water volume meets the requirement of water allocation scheme.The result serves as a guide for other river basins to formulate detailed rules for water dispatch.
