林业高质量发展下森林采伐管理问题研究

Study on forest cutting management under high-quality development of forestry

森林采伐管理是实现林业高质量发展的重要一环,有利于促进森林的可持续经营。文章在分析现有采伐管理方式以及林业高质量发展对采伐管理要求的基础上,指出森林采伐管理面临的主要问题,具体包括林木采伐管理不规范、伐区验收流于形式、采伐限额的确定缺乏灵活性、采伐许可证的存在制约林业发展、采伐管理实施及监督不到位等。针对这些问题提出相应的完善建议,包括依法加强采伐管理力度、引入市场机制增加管理的柔性、自主编制森林经营方案、逐步实现依法依规自主采伐、发挥林业主管部门积极引导作用、坚持有规划才有采伐指标、强化监督和服务、简化采伐审批手续。

Forest cutting management is an important link to realize high-quality development of forestry,and it is beneficial to promote sustainable management of forest.Based on the analysis of the current cutting management mode and the requirement of the high-quality development of forestry,this paper points out the main problems facing the forest cutting management,including the non-standard cutting management,the acceptance of cutting area,the lack of flexibility in the determination of cutting quota,the restriction of the development of forestry due to the existence of cutting license,the lack of implementation of cutting management and supervision.In view of these problems,corresponding suggestions for improvement are put forward,including strengthening harvesting management according to law,introducing market mechanism to increase management flexibility,independently preparing forest management plan,gradually realizing independent harvesting according to law and regulations,giving play to active guiding role of the competent forestry authorities,insisting on planning to have harvesting targets,strengthening supervision and service,and simplifying harvesting approval procedures.
