The Change of Rural Property Rights and Rural Labor Mobility:A Longitudinal Investigation and Analysis

农村劳动力流动与农村土地产权制度关联密切。计划经济时期,国家围绕农村土地在社会再生产各环节的经济制度安排,将市场排除在外,导致农民基本无法流动,农村社会严重“内卷”。改革开放后,国家在推动农地制度改革、赋予农民自主生产经营权的同时,逐步放宽了对农村市场的管制,建立了市场经济导向的制度机制,有力促进了农村劳动力的有效流动。农地制度变迁虽然是影响农村劳动力流动的核心,但不是唯一因素,国家围绕农地产权的相关经济社会制度改革也是农村劳动力自由流动的有效催化剂。

Rural labor mobility is closely related to the rural land property rights.During the period of planned economy,the relevant institutional arrangements made by the government excluded the market,which led to the fact that farmers could not move at all and rural society was in serious“entrenchment”.After the reform and opening up,while promoting the reform of the agricultural land system and granting farmers the right of independent production and management rights,the government relaxed the control of rural market,gradually established a market-oriented economy system,and effectively promoted the effectiveness of rural labor mobility.Rural land system is the core factor that affects the flow of rural labor force,but not the only one.The government's economic and social system reform around the property right of rural land is also an effective catalyst for the free flow of rural labor force.
