从产业扶贫到乡村振兴——河西走廊寒旱农区产业扶贫发展历程

From Poverty Alleviation by Industries to Rural Revitalization--Development Progress of Poverty Alleviation by Industries in Arid Farming Area of Hexi Corridor

产业扶贫是解决贫困问题最根本、可持续的方略。以甘肃省永昌县东寨镇发展产业带动脱贫致富为例,运用事例证实、数据对比分析等研究方法,从资源禀赋历史的视角分析东寨镇农民贫困的原因、发展产业带动脱贫的阶段性特征和产业带动脱贫取得的阶段性成效,用时空跨越的思维方式和历史进程的细微思辨,得出干旱农区产业扶贫是解决农民生活困难、贫困户脱贫、区域性整体发展的有效手段,也是推进西部地区乡村振兴的重要途径。

Poverty alleviation by industries is the most fundamental and sustainable way to solve the problem of poverty.Taking the experience of getting rid of poverty by industrial development in Dongzhai Town,Yongchang County,Gansu Province as an example,using the methods of case confirmation and data analysis,from the perspective of history of resource endowment,we study the causes of farmers’poverty in the town,the stage characteristics of development of poverty alleviation by leading industry and the phased achievements obtained.With time and space leaping subtle thinking way and the historical process analysis,it is concluded that poverty alleviation by industries is an effective way to solve the problem of poverty and promote regional development in arid farming area,and it is also an important path to enhance rural revitalization in western China.
