公众参与地方立法是民主立法、科学立法的要求,网络传播方式的创新也为公众参与地方立法提供了良好环境和更多方式。近年来,河北省人大积极扩展人民有序参与立法的途径,确保了公众参与立法活动的科学化、常态化、高效化运行。文章以《白洋淀生态环境治理和保护条例》(草案)的历次审议过程为例,探索构建更加科学、高效的公众参与地方立法机制,以期有效提升公众参与地方立法的积极性和效果,进一步提高地方立法质量和立法效果。

Public participation in local legislation is a requirement of democratic legislation and scientific legislation.The innovation of network communication methods also provides a good environment and more ways for the public to participate in local legislation.In recent years,the People's Congress of Hebei Province has actively expanded the ways for the people to participate in legislation in an orderly manner,ensuring the scientific,regular,and efficient operation of public participation in legislative activities.The article takes the previous review process of"Baiyangdian Ecological Environment Governance and Protection Regulations**(draft)as an example to explore the establishment of a more scientific and efficient mechanism for public participation in local legislation,with a view to effectively enhancing the enthusiasm and effect of public participation in local legislation,and further improving local legislation Quality and legislative effect.
