突发公共卫生事件下高校图书馆的服务与治理——以新冠肺炎疫情为例

Service and Management of University Library Under Public Health Emergency——Taking COVID-19 Epidemic as an Example

本文结合教育部高等学校图书情报工作指导委员会网站发布的全国各省市高校图书馆在疫情期间的服务报告,从常规服务、阅读推广服务、学术科研支持服务、教学支持服务和信息素养讲座服务5个方面探讨了高校图书馆在新冠肺炎疫情下彰显的价值。以此次疫情为鉴,高校图书馆应增强危机意识、编制应急预案、加强数字资源建设并利用宣传平台,积极发挥价值。在日常工作中,高校图书馆应联动线下线上服务,并将其作为一项长期工作来做。

Based on the service report of university libraries in all provinces and cities in China during the epidemic period published on the website of the Steering Committee of Library and Information Work in Colleges and Universities of the Ministry of Education,this paper discusses the value of university libraries under the COVID-19 epidemic from five aspects,including routine service,reading promotion service,academic research support service,teaching support service and information literacy lecture service.University libraries should learn from the epidemic situation,strengthen crisis awareness,formulate emergency plans,strengthen digital resource construction and use publicity platform to play a positive role.In the daily work,university libraries should connect offline service and online service and take it as a long-term work.
