摘要 为了消除地质灾害隐患点给人民群众生命财产安全造成的威胁,工程治理是最有效的方式之一。然而其所需资金量较大,特别是财政资金紧张、隐患点治理任务重的地区,无法通过本地区财政资金完全解决。只有充分挖掘市场潜力,通过构建地质灾害隐患点治理的价值再造模式,引入多层次社会资本开展地质灾害隐患点的工程治理,才能解决地质灾害隐患点工程治理的费用问题。 In order to eliminate the threats to human life and property,which is caused by the hidden dangers of geological disasters,engineering treatment is one of the most effective solutions.However the capital cost required for the treatment is very high,especially in areas where financial support is limited and disposal of hidden dangers is a tremendous task.However local financial funds are not affordable,but based on the potential market by establishing a value reconstruction model for the management of hidden geological hazards.Thus the funding problem of the engineering treatment on hidden dangers points of geological disasters can be completely solved by participation of multi-level social investors in the project.
